condemn Iraq's action, call for Iraqi withdrawal and re-establishment of Kuwait's sovereignty.

believe problem should be solved through political

means, by Arabs.

opposes outside military involvement (but recognises right of Saudi Arabia to ask for help).

President Yang Shangkun told Saudi Ambassador

"We oppose Iraq's invasion, call on Iraq to

pull out promptly, restore Kuwaiti sovereignty and territorial integrity".

UN Action

Is

China supported SCR Resolutions 660,661,662 and 664. implementing 661: Foreign Trade Cooperations instructed to

cease all activity with Iraq and Kuwait.

Unwilling to support resolution on military enforcement of

sanctions. Wants to refer evidence of sanctions busting into Sanctions Committee before proceeding with such a

resolution.

Li Peng told Kuwaiti Deputy Premier on 23 August that if

China did not vote for the enforcement resolution, it would

not vote against. (Saudis have also had contact with

Chinese on this issue).

Although the Chinese subsequently voted in support of SCR

664 they do not accept that the resolution provides UN cover

for the use of force.
