Objective
To explain HMG's policy on relations with China over Hong
Kong.
Points to Make
Relations with China over Hong Kong have been through a difficult period. We are keen to return to past full cooperation. Attach importance to dialogue with senior
Chinese leaders to ensure smooth transition and safeguard
Hong Kong's future.
Mr Maude's visit to China aimed at establishing better working relations over Hong Kong. Did not expect progress on specific issues.

Hope to continue to improve relations. But are stressing
to Chinese that in response we expect more productive
cooperation over Hong Kong.

Some progress achieved at JLG meeting last month, but had hoped for more. Shall keep up the pressure.
[if raised] Sole aim of Nationality Act is to stem emigration from Hong Kong and thus contribute to its future
stability and prosperity. We and Chinese Government have different views about Nationality Act. Believe that, in
time, Chinese will come to accept our position.
