Understand that Bill of Rights will receive second reading after summer recess.

Primarily a matter for Hong Kong Government, although HMG have been closely involved in drafting and are naturally following progress with great interest.

Have

Very much hope Chinese will accept Bill of Rights. sought to convince them that it is entirely consistent with Basic Law and Joint Declaration. But in any event will not be deflecting from proceeding with the Bill.

Nationality

As you know, British Nationality (Hong Kong) Act Leceived Royal Assent on 26 July. Hope that Order in Council to set up the selection scheme will be tabled in Parliament in October soon after Parliament resumes. Would be interested

to hear your views on the package.

Britain and China (for use as appropriate)

Not our policy to pick unnecessary fights with China. But absurd to accuse HMG of kowtowing to China.

We pursue the policies which we believe to be in best interests of Hong Kong, if necessary in face of Chinese opposition (eg Nationality Act, Bill of Rights).

Will continue to negotiate firmly and robustly in Joint

Liaison Group.
