Legislative Council on its last session of the year on 25 July. The proposals are due to be discussed in Committee during the summer and passed into law during the autumn. The key changes are:

(a) to increase the number of functional constituency seats from 14 to 21;

(b) to reduce the number of appointed members from 20 to

17;

(c) to withdraw from this Council all except 3 of the ex-officio members; and

(d) to appoint a non-official member as Deputy President

of the Council.

There will be nine constituencies for the directly elected members, with each constituency having two seats. Voting will be on a "first past the post" basis. A considerable number of political and quasi political parties are now developing in Hong Kong.
