To answer questions and allay fears about 1992.

Progress going well; after Irish Presidency two thirds of
Cockfield White Paper Measures have been agreed by Council. Single
Market in the forefront of EC activity. Not allowing 1992 to be side-lined by European Monetary Union, German Reunification, Developments in Central & Eastern Europe, etc.
Determined to have a liberal outcome to 1992, not a Fortress Europe. Community's internal market must be liberal and deregulatory as well as open to international trade and investment from third
countries. 1992 offers opportunities for firms both within and outside the Community to exploit.
Post-1992 Agenda
Community's agenda beyond 1992 filling up fast already clear that topics mentioned above will feature prominently.
Community Pre-occupied with Eastern Europe
Refute. Clearly momentous events of late 1989 extremely important and needing a positive response, in which UK has been active. But it is in the interest of all and not just Europe that Central and Eastern Europe plays a more active part in the global economic system
