LORD YOUNG'S VISIT TO CHINA (AND HONG KONG), 25-28 MARCH

Lord Young is visiting China from 25-27 March. making a short stopover in Hong Kong on 27-28 March.

I submit a brief for this visit on the lines requested in Ms Brewer's minute of 13 March. The brief includes a contribution from FED on Sino-British relations. Lord Young's office have asked the DTI to provide a separate brief on trade issues.

Mr Maude has already given Lord Young an oral briefing. understand that the Secretary of State also intends to speak to Lord Young before his departure on 21 March.
That would provide an opportunity to inform Lord Young of the correspondence between the Prime Minister and Jiang Zemin.

The brief is very long and detailed, probably more so than
Lord Young really needs. But this is an important mission from our point of view and I think it right that we should try to ensure that Lord Young is aware of all the facts.
