YE XUANPING, GOVERNOR OF GUANGDONG (65)
Governor of Guangdong since 1985. Son of Marshall Ye Jianying, Head
of State in the late 1970s. Closely involved with the Daya Bay
Project. Rumoured to have been offered a top job in Peking. But
anxious to avoid involvement in central politics.
ZHU RONGJI, MAYOR OF SHANGHAI (61)
Mayor of Shanghai since 1988. Considered a reformer. His
reputation benefitted from his handling of the events in Shanghai
last June.
QIAN YONGCHANG, MINISTER OF COMMUNICATIONS (56)
Minister of Communications since 1984. Previous experience mainly
in shipping, China's plans for the development of deep water ports
in Southern China, and the associated infrastructure for land
transport, here an obvious reference to Hong Kong's plans for port
development. The Hong Kong Government propose to brief him in detail on PADS and other transport development plan.
TIAN JIYUN, VICE

PREMIER (60)
Member of the Politbureau. A prominent economic reformer. Still
under a political cloud because of his association with Zhao Ziyang.
But may bounce back in the not-too-distant future. Has already paid
one useful visit to Hong Kong in 1988.
