Japan Bid to curb car thefts

Governor in Japan

THE Govemor, Sir David Wilson, yes- terday arrived in Japan with a high- powered economic mission, the me- dia reported.

He would be meeting the Japa- nese Prime Minister, Toshiki Kaifu, and other officials to strengthen busi- ness links between HK and Japan.

Sir David said at the airport that he hoped that the repatriation of non- valunteers, who did not resist being sent back, would start this week. He added that this was a matter for the UNHCR.

Referring to the spreading of rumours in the camps that the VBP would be tortured on return to Viet- nam, the Governor said that was the most unscrupulous thing one would possibly do. The act was cynical and not at all helpful to the VBP, he said.

China group on visit A DELEGATION of the HK and Macau

Affairs Office yesterday visited the Monetary Affairs Branch, some pa- pers reported.

Delegation leader Chen Zuo'er said that monetary affairs were very important to HK and hoped that HK would maintain its position as an inter- national financial centre.

Commenting on remarks by Mr Chen on the role of Legco and Exco, Senior Legco member Allen Lee re- jected Mr Chen's views that Legco did not represent public opinion, the me- dia reported.

Mr Lee said that the Chinese did not understand HK's political opera- tions and he urged Peking officials to visit HK more often.

Mr Lee pointed out that the du- ties of Legco included consulting the public on Government policies, mak- ing laws and monitoring the allocation. of funds.

Senior Exco member Baroness Dunn said the question of whether Exco and Legco represented public views should be answered by the pub-

lic.

IN an all-out effort against vehicle thefts and smuggling activities, the Police had recovered 11 cars in the past three days in a series of opera- tions, the media reported in promi- nent and extensive coverage.

A territory-wide operation

Twenty-four persons, suspected to be connected with vehicle smug- gling activities, were arrested to as- sist in further investigations, the re- ports said.

The reports also noted that a Toyota Crown was recovered within four hours after it was reported miss- ing and that the car was at the time on its way to China.

passports if they met the relevant criteria and had passed their proba- tion period.

The move was expected to bene- fit about 1,000 civil servants. Repre sentatives of some civil servants wel- comed the Government's move, say- ing that this would help stabilise mo- rale in the top ranks. However, some union leaders criticised the Govern ment for not extending the offer fur- ther down to less senior officers.

Ming Pao quoted some senior local officers in the Government as saying that they were not interested in applying for the package.

They said, however, that they would consider doing so if their re- fusal would cause embarassment to certain parties and affect their promo- tion aspects. One officer said that he had not considered leaving HK before or after 1997.

Some reports said that 240 Immi- gration Department officers would be processing the applications for the package.
