The Secretary of State recommended to Dr Owen that he should visit a camp while he was in Hong Kong and he should also go to see the Hong Kong/China border. Dr Owen said that he would consider this and for his part encourage the Secretary of State to see the new UN High Commissioner for Refugees, Mr Stoltenberg, as soon as possible. Dr Owen had always found him a reasonable man with whom to do business.
