Many thanks for your letter of 22 May about possible contact with OECD during my October visit. you will have seen from our telno 1743 in response to your telno 1062, we have serious reservations about Seeking to formalise in any way our relationship with OECD, particularly in present circumstances. An informal, and not excessively high profile, relationship looks right.
All this suggests something informal with OECD during my visit. Such would, in any event, be my preference. A meeting with the Council would inevitably be formal to some extent and might well become public. I would far prefer something clearly informal such as a lunch or dinner with the OECD
Secretary-General and some of his staff. If John Gray would be prepared to host this, and we can find time in the programme, this would be splendid.
Subject to any further thoughts you or the Ambassador have, I would be content for the Ambassador to pursue this idea in a low key way, keeping in contact please with the Hong Kong Brussels office which will already be giving thought to my October programme.
