LORD CAITHNESS' LUNCH WITH THE GOVERNOR OF HONG KONG,
SIR DAVID WILSON KCMG: 30 AUGUST 1990
1.
I submit a brief for this meeting, consisting of points
to raise and supplementary background, updating the background papers which have already been submitted by the Department.
2.
I suggest that the main objective of the lunch should be to enable the Governor to give the Minister a wide ranging
briefing on the key issues currently facing Hong Kong. The
brief therefore seeks to highlight some of the questions
which Lord Caithness might put to Sir David Wilson.
3. I do not think that this would be a suitable opportunity
to transact any business with the Governor. But there is
one point which it would be particularly helpful if
Lord Caithness could make to Sir David Wilson, namely our
wish that Mr Peter Heap, the Senior British Trade
Commissioner, should be included on the Steering Committee
which will advise the Governor on the implementation of the
Nationality Bill. I am submitting separately a short
speaking note and background on this issue.
