Points to Make
Believe it would be right for Peter Heap to serve on your Advisory Committee. Decision is of course for you to take. Home Office will fall in with what you decide.

Reasons for Heap's participation:
(i)
General presentational advantage in having British representation on a Committee which would otherwise consist solely of Hong Kong orientated people;
(ii) To reassure British companies that their interests are being taken into account;
(iii) We are trying to enhance the status of the Senior British Trade Commissioner as 1997 approaches (without of course cutting across position of Governor).
- Understand that, although Heap would not have been your first choice, you would be prepared to appoint him if that is our wish.
