VISIT OF THE GOVERNOR OF HONG KONG TO LONDON: DECEMB]

I discussed the Governor's draft programme with him at Gatwick on Friday night.

1.

2. Sir D Wilson's main concern was that the programme on Wednesday 5 December was too packed. Was it possible to move the meeting with the Secretary of State to another day? Similarly could the meeting with Lord Caithness be rearranged for Thursday or Friday? Perhaps the meetings on the afternoon of 5 December with Messrs McLaren and Burns could be moved to another day? He would ask John Yaxley to see about rearranging the meeting with the British Hong Kong Parliamentary Group, currently scheduled for 1800 hrs on

5 December.

3. Sir D Wilson stressed that he would prefer to see the PUS before his meeting with the Secretary of State. But the scheduled meeting at 0830 on 5 December was too early. Since Sir Patrick Wright himself would prefer to see the Governor on 7 December, Sir D Wilson asked for this to be moved accordingly.

4.

I said that we would see what could be done. But I was not sure whether there was much scope for rearranging with the Secretary of State. The Governor said he understood this, and would fall in with whatever could be done. He wondered whether, at the very least, a slightly later start than 1000 would be possible.

5.

We did not touch on the possibility of a call on the Secretary of State for Trade and Industry. I suggest we cover this by telegram, having ascertained what could be done to accommodate the various other wishes the Governor has expressed. We need also to establish when a call on the Home Secretary could be arranged.
