Hong Kong: Possible Call on the Prime Minister by the Governor and Members of the Executive Council (ExCo)
The Secretary of State has seen your submission of 18 October. He has concluded that he would like to give dinner to the Governor and the Members of ExCo on
5 December. He also agrees that the Prime Minister should be invited to see them, and the draft letter to Number 10 has issued.
The Secretary of State does not think that he needs
a large office meeting with the Governor. He would prefer to see him on his own for 20 minutes and then for another 20 minutes with
Mr McLaren. Lord Caithness could then hold the longer office meeting as suggested in your submission. We have set aside the period from 1000 to 1045 on 5 December for the meeting with the Governor.
