HONG KONG: MINISTERIAL VISITS
Following discussions on Friday with PEP and the FCO, I spoke to Mr Myers, head of exports in the Department of Transport about the timing of ministerial visits to Hong Kong on airport business.
2. I said it was unfortunate that we had not drawn more attention to Mr Lilley's plans when DTP approached us in September, but we had now to find some solution to an unsatisfactory situation. It seemed to me that we could not have two Cabinet Ministers going to Hong Kong with virtually identical briefs within a few days of each other. We had been giving careful thought to the right rhythm of lobbying on the airports project in the light of Mr Sainsbury's visit. As best we could see at present, one visit every three months or so would be the most that the 'market' could sustain.
3. Mr Myers agreed that we had to sort this out and that Mr Lilley's visit, on which we had been working since July, had priority. He said that he would consult his Private Office about moving Mr Parkinson's dates, possibly until very late in the year or even into 1991. He would come back to me after he had spoken to them.

I hope that by the time this is sorted out we have had a response from Tokyo on the Japanese parliamentary timetable. If that does not lead them to change their previous advice, we will need to minute the Secretary of State as a prelude to sending complimentary telegrams for a visit to Hong Kong on 14-15 January, followed by Japan on 15-18 January.
