In view of the large number of briefs which the Secretary of State will already have had to deal with on the Japan leg of his visit, briefing should be as concise as possible with, if possible, no more than one page each of points to make and background (though the PEP and OT2 contributions will, of course be substantially longer). As the visit is to take place very soon after the holidays, the briefing has to be submitted to the Secretary of State by 21 December. Briefs therefore should reach me by Tuesday, 11 December at the latest please. I recognise that in some cases it will be necessary to revise some briefs nearer to the visit. However, even in these cases I should be grateful for those briefs by the deadline so that the Secretary of State has something on which to focus his own thinking and supplementary questions, in time for us to respond; any subsequent amendments can be slotted in later on. OT 2/2d will, of course, provide briefing on the general UK trade/investment position in Hong Kong.
