11. Details of the selection scheme were set out in an Order in Council which received the Royal Assent on

20 November 1990. The scheme came into force on 1 December 1990 and the first batch of passports should be issued in late spring 1991.

12. The passage of the British Nationality (Hong Kong) Act has undoubtedly had a steadying effect on confidence in the territory. Emigration from the territory is still a matter of serious concern. But the Government hope that their nationality package, coupled with the measures being taken. by other countries, will succeed in anchoring the key people.
