SPANISH FOREIGN MINISTER
1.
I attach a draft programme of Sr Fernandez Ordonez' visit to Hong Kong passed to me by Jorge Sobredo (MFA Sub Director for the Far East). He told me that there are no plans for his Minister to meet Zhou Nan although if they decide later that such a meeting would be desirable they will arrange it as suggested by us, ie: at a meal given by the Spanish Consul General.
2. Sobredo mentioned that their Consul General in Hong Kong would be in contact with the Governor's office about the programme, but if there are any points you would like me to make locally please let me know.
