MANDATORY REPATR IAT ION: GENERAL POINTS
There is some encouraging evidence that United
States is beginning to show greater
understanding of our position.

community accepted principle that all non-refugees should return to Vietnam.

we shall be seeking international agreement to
implementation of this principle.
We will also be seeking UNHCR agreement to
monitor conditions of all who return to Vietnam
and stressing need to deter a further huge
influx of new arrivals when this year's sailing
season begins in April.
