CHINESE CONCERN THAT BILL WILL CONTRAVENE BASIC
LAW?
Our aim throughout is a Bill of Rights which is fully consistent with the International Covenant on Civil and Political Rights, the Joint Declaration
and the Basic Law and one which is fully effective
both before and after 1997.
WILL IT BE ENTRENCHED?
As I have said, the exact form of the Bill is
currently under consideration in Hong Kong.
