NO POSSIBILITY OF UNIVERSAL SUFFRAGE AFTER 2007

Our understanding is that the Draft Basic Law will provide for the possibility that full direct elections will be introduced in 2007. This is a matter which we will be studying carefully after the Draft is published.

No truth in this. On the contrary, our negotiators secured concession from the Chinese that "the legislature shall be constituted by elections".

BRITAIN HAS AGREED THAT THE CHIEF EXECUTIVE WILL BE PICKED BY AN ELECTORAL COLLEGE CONTROLLED BY PEKING

Not true. We have made it clear that the Electoral College should be a representative body, constituted in an open and democratic way.

BRITAIN SHOULD ACEDE TO WISHES OF HONG KONG PEOPLE BEFORE 1997 AND LET CHINA INCUR THE OPPROBRIUM OF DISMANTLING

THE DEMOCRATIC STRUCTURE

Last thing Hong Kong wants is prospect of dead end in 1997. Cannot base responsible policy on Hong Kong on principle of hoping that things will improve in China, or that China will be responsive to international pressure.
