ABANDONMENT OF BILL OF RIGHTS ANOTHER SELL-OUT

Nonsense. We remain absolutely committed to introduction of a Bill of Rights in Hogn Kong as soon as possible.

This will give clear effect in local law to international

covenant on Civil and Political Rights. Anyone who

considered their rights under the Covenant had been infringed

could seek redress in local courts.

EXCO HAVE THROWN THE BILL OUT BECAUSE OF LACK OF ENTRENCHMENT

No. Would like to dispel any impression that ExCo is unhappy with status of Bill as presently drafted. They have requested that further consideration be given to certain detailed points.

Aim remains to enact a Bill of Rights which will endure

beyond 1991.
