As I have said, we made clear to Chinese Government that we considered this proposal unnecessary and cumbersome. believe practical effect of proposal is limited.

NATIONALITY RESTRICTIONS ON MEMBERS OF LEGISLATURE UNWORKABLE
Nationality restrictions not unknown in legislatures around
the world. Pity to introduce one in Hong Kong given its
history. But 20% is more manageable than 15%.

We would have preferred to have seen these provisions
removed. We have expressed concern about their practical
implementation and the fact that they will restrict range of
talent which can contribute to work of the legislature.
Chinese have made some concessions: understand that
nationality/right of abc le requirements will apply only to
members returned by dire t election - not to members from
functional constituencie
And proportion of foreign members allowed has been raised from 15% to 20%: this will allow more valuable local people, who hold foreign passports or right of abode elsewhere, to
serve in the legislature.
