1. UNDERSTANDING ON NUMBERS

SELL OUT OF HONG KONG TO CHINESE

18 seats in 1991 is just two seats less than the OMELCO Consensus. In return for these two seats we have achieved the following improvements:

movement on numbers from December sub-group

meeting of 18 in 1997 then no change for 10 years to current proposal for 20 in 1997, 24 in 1999 and

30 in 2003.

movement on separate vote counting from

application to all legislation to application only to private members bills and amendments (in last

two years only six out of 156 bills were private members').

relaxation of nationality restriction in legislature from 15% to 20% foreign nationals (tiresome but not major problem).

clear and acceptable proposals on formation of Grand Electoral College which mean we can institute it in 1995 rather than have it imposed in 1997.

- I believe this a reasonable package. Our sole

motivation in reaching it has been to preserve Hong Kong's stability and prosperity.
