Day 2: Sunday 14 January

This day is devoted to general familiarisation. There will

inevitably be media interest and opportunities to speak to the

Press. All this will help to set the tone of the visit.

Day 3: Monday 15 January

The first item is the meeting with the Governor and senior

officials. It will follow a well established format: a series of brief presentations by the relevant officials about developments in their areas of responsibility. The Secretary of State will have the opportunity to ask questions: a checklist of points to raise is attached (Brief No 5). [ In private conversation with

the Governor, the Secretary of State will also wish to press him to do more to give the UK a markedly preferential deal over the future Consulate General. A speaking note is attached to the

Consulate General brief (Brief (h)).]

This will be followed by a tour of the territory to see recent development projects. Briefing on these projects will be provided by the Hong Kong Government after the Secretary of

State's arrival.

The lunch jointly hosted by the Hong Kong General and British Chambers of Commerce is the opportunity for the Secretary

of State to deliver his keynote speech. There will be an opportunity for the Secretary of State to meet a number of guests before the lunch gets under way.

11.

This will be followed by a visit to the Kwan Tong District Board. A note on the role of the District Boards in Hong Kong is attached (Brief q). The Secretary of State will be sitting in on a normal District Board meeting. The Board Chairman will introduce the Secretary of State and invite the Secretary of State to say a few words before the meeting starts. Though the Secretary of State is not expected to participate in the discussions, it is possible that some members may try to get the
