Vietnamese boat people
to impress upon the Governor the importance we attach to British interests in Hong Kong getting a fair crack of the whip; and to urge him to come up with a markedly preferential deal for the future Consulate General.

4. The programme of the visit is attached (Brief No 1(i)). Department's briefing consists of briefs for each meeting in the programme, supplemented by background briefs on the relevant subjects
Day 1: Saturday 13 January

The Secretary of State will need to make some brief remarks to the media on arrival (see Brief No 3). It will be important for the Secretary of State to strike the right note in this first encounter. It will help to set the visit in the right context, at a time when local pressure groups will be trying to focus on particular grievances. The Secretary of State should be ready,
if he judges it appropriate, to answer one or two questions immediately after his statement.

The rest of the day can be devoted to relaxation and informal briefing. The Governor has arranged a meeting with Dame Lydia Dunn on that day. It will provide an opportunity to get an early flavour of OMELCO views on the key issues. for this meeting is attached (Brief No 4).
