sure my name will not ring any bells,
but
we did meet very briefly at Newbold Revel last October when you officiated at the opening of the Commonwealth Correctional Administrators Conference. Perhaps if I mention our
discussion on the privatisation of prisons and my questions to you on this issue it will help.
Little did I know at the time that shortly you would be dealing with Hong Kong affairs and as a long time resident here I bid you welcome.
I am prompted to write by the fact that I was very pleased to learn of your appointment as Foreign Secretary for I am sure that the future of Hong Kong is in good hands.

P.S. I will still be keeping an eye on that element of
implementation of privatisation if introduced into the Prison Service in England and Wales which you mentioned may involve escorts and persons on remand.
