as a young diplomat many times from Peking but I was not involved
in all the excitements of the Government of Hong Kong.

Do you agree that provision 23 of the Basic Law draft will
tighten the control uf central goveromat over the Gak güvernmut
so that it will reflect the autohony of the SAR government and will
you try to raise any suggestions to improve that?
