QUESTION:
Really, because entrenchment of the Bill is a constitutional
Fatter and amendment of the Letters Patent must be done by the
Foreign Office, by the British Goperament, it is not for the Hong
Kong institution to do it?
FOREIGN SECRETARY:
If the results of the discussions in Hong Kong is that wo
are requested to do that then of course we will consider that. But
that is part of the discussion taking place here as to whether we
are asked to do that.
Our concern is firstly thai there should be a Bill of
Rights, that is the general idea which we have put forward, and
secondly that the draft Basic Lawį should continue to give prütectíva tu individual rights it accordance with the two VI
covenants. If we are asked to alter the Letters Patent we will
consider that, that has not yet hịppened.
