Yes, it will be more than 10. I have said it will be more
than 10 and if your question is do the Chinese know that I have said
it is more 10, the answer is yes.

Mr. Hurd, you said earlier that the.. before and after
1997 is very important but if that cannot be achieved Britain will
still go ahead with its own decision, but any decision along this
line will probably anger China. Is Britain willing to pay such a
price?
