Have you or your delegates actually told the Chinese

beforehand your decision to bring in wore democracy in Hong Kong and

what was their response?

FOREICH SECRETARY:

Well they know that we intend to bring in more democracy in

Hong Kong - that is provided for in the Joint Declaration. There

has been no secret about that. The question is at what level you

start and how you continue. Those are the two important questions

and they know our thinking about that and they know because we have

represented to them the strength of feeling here.

I think it is very important that people in Hong Kong should

therelves take every opportunity to make these and similar points

in Peking. I was therefore very glad to read of the delegation

which has just returned to Hong Kong from Peking. I sat next to

one of its members as it happens today at a meal and I was glad that

they were received at a suitably high level by the Chinese Prime
