Visit of the Secretary of State to Hong Kong: Announcement
The Secretary of State has seen your minute of
2 January and would like the text of the announcement amended as I have indicated.
The Secretary of State does not want his visit to be portrayed as a "listening" visit. We are already moving forward on the major Hong Kong issues.
The Secretary of State would like News Department to tackle the impression that some of the press seem to have that this visit has been hastily arranged. News Department might point to the fact that the visit has been on his agenda since his appointment.
