3. I have today telegraphed to Hong Kong suggesting the
revision proposed in your minute of 9 January. We should have
a reply by tomorrow.
4. Subject to the slot for Mr Heap being suitably
rescheduled, I recommend that we confirm to Mr Heap that the
format suggested as Option (a) in his telegram is the right
one.

5. I also submit BTC Hong Kong telno 10, in which Mr Heap
sets out some thought on British trade with Hong Kong. I know
from a telephone conversation I have had with Mr Heap today
that this is a telegram to which he attaches considerable
importance and into which he has put a great deal of thought. The Secretary of State will certainly wish to take the opportunity to discuss it with him in the course of the visit.
