GULF CRISIS: BURDEN SHARING
1. I attach Hong Kong telno 3013, in which the Governor reports that, at the 2 October ExCo meeting there was only time for a very brief informal discussion about the
possibility of a contribution/to Hong Kong in support of the Gulf crisis effort.

2. The Governor will revert to this on his return from his visit to Western Europe (ie at the next ExCo meeting on 23 October).
3. In the meantime, it would be helpful to know whether you have any fresh ideas for possible contributions from Hong Kong which could be put to the Governor in time for the 23 October meeting.
4. I shall, incidentally, be seeing the Governor on Friday evening during a very short stopover at Gatwick - I could pass on a message to him then if appropriate.
