areas and specific cases where licence applications had been considered, and of the decisions which the DTI had reached. These lists could be distributed to DT governments through the FCO's Emergency Unit. In this way we should be able to ensure consistency of policy between the UK and DT governments. The meeting confirmed that all applications to Governors to issue trading licences should be cleared with the DTI. Requests should be sent to the FCO Emergency Unit who would liaise with the DTI and the DTS.

The FCO Emergency Unit agreed to draft a telegram to Governors reporting the decisions of the meeting.
