FOR THIS PURPOSE, DOES ''OVERFLIGHT' MEAN OVERFLIGHT OF HONG KONG ITSELF OR DOES IT INCLUDE FLIGHT THROUGH THE EXTENSIVE FLIGHT INFORMATION REGION FOR WHICH WE ARE RESPONSIBLE? OUR AERONAUTICAL INFORMATION PUBLICATION REQUIRES OVERFLIGHTS TO ROUTE OVER HONG KONG'S TERRITORY FOR FLIGHT PLANNING PURPOSES BUT IN PRACTICE AND IN THE PRESENCE OF RADAR COVERAGE SUCH FLIGHTS ARE INVARIABLY RE- ROUTED CLEAR OF OUR TERRITORY TO MINIMIZE FLIGHT DISTANCES:
SINCE OUR DIRECTOR OF CIVIL AVIATION (DCA) IS THE EQUIVALENT OF UKNATS IN RESPECT OF HONG KONG AIRSPACE, WILL THE SECRETARY OF STATE BE DELEGATING TO HIM THE AUTHORITY TO GRANT OVERFLIGHT PERMISSIONS FOR OUR
AIRSPACE?
CERTIFICATION BY THE UN OF UN11MOG FLIGHTS MUST BE NOTIFIED URGENTLY. TELEGRAM OR FAX MAY NOT BE QUICK ENOUGH. IN ADDITION TO PHONE COULD THE AERONAUTICAL FIXED TELECOMMUNICATION NETWORK ALSO BE USED?
WHAT WOULD BE EXPECTED OF US AND WHAT PROCEDURES SHOULD WE FOLLOW IF WE ARE OBLIGED TO REQUIRE AN AIRCRAFT TO LAND?
IF DCA IS TO ACT IN RESPECT OF HONG KONG AIRSPACE IN THE SAME WAY AS UKNATS FOR UK AIRSPACE WE ASSUME HE WOULD NEED TO FOLLOW PROCEDURES SIMILAR TO THOSE SET OUT IN TUR FOR UKNATS. WE SHALL PROVIDE CONTACT NUMBERS FOR UKMIS IF YOU CONFIRM THAT THIS IS HOW YOU WISH US TO PROCEED.
