Neither NTCD, nor DTI, are able to provide any information on these points. NTCD did say that inclusion in the list would be strictly limited to those companies and nationals which are described in the documentation, although without definitions this does not take us (nor Hong Kong)

much further.

4. NTCD's initiative in publicising details of the list was prompted by Security Council Resolution no 674/1990, a copy of which I attach. Section (a) paragraphs 8 and 9 refers to Iraq's responsibility under International Law and invites states to collect relevant information regarding their claims and those of their nationals and corporations. The question is to what extent British Nationals in Hong Kong who owned property in Kuwait, and indeed Hong Kong companies who owned property in Kuwait are eligible to be included in this list. If they are not eligible because of the interpretation of "British nationals and companies," described in the forms and leaflet, then what responsibility does HMG have for collecting information on behalf of those categories, and possibly others in Hong Kong.

5. I have spoken to WIAD, about the opening of the list. So far the Dependent Territories for which they are responsible, have not inquired about the list, and it is possible that the interests of their nationals and companies have not been affected by the events in Kuwait and Iraq.
