Problem
1.
The Secretary of State has decided that there should be
a quick Ministerial response to Henry Keswick's latest complaints about the Hong Kong Government's handling of the freezing of Iraqi/Kuwaiti assets.
Recommendation
2.
I recommend that, in the Secretary of State's absence (and that of Lord Caithness), Mrs Chalker should write to Mr Keswick on the lines of the attached draft. The Legal
Advisers and the Hong Kong Government agree.
