1. In your minute of today's date about the OD meeting you mentioned the approach to the Secretary of State by the Trade Minister in connection with the Orders being made to implement the Security Council Resolution.
2. The two Orders which the Secretary of State approved and are being made today, supplement Orders already made by the DTI and the Treasury. Today's Orders were made under the UN Act 1946 which (unlike the powers available to the DTI and Treasury) enable us to catch the activities of British nationals abroad, to cover transportation and to extend the embargo to the Dependent Territories - all of which we are obliged, in fulfilment of the Security Council
