HONG KONG AND THE COMMONWEALTH
We agreed last week that I should pass to you any papers on this subject, since it now falls into your portfolio. I attach some internal minuting, which might be used to open a new file, in reaction to a letter from Doug Martin of UKRep JLG of 18 December 1989.

It is clear that Hong Kong's association with the Commonwealth through UK membership must lapse in 1997. But the question is whether it can maintain informal links with Commonwealth bodies thereafter. I am not sure how active the subject is in Hong Kong: we have heard nothing of the Central Policy Unit paper on the subject. As a first step, it might be worth conveying some of the information in the attached minutes to Mr Martin in Hong Kong and enquiring about the state of play.
