You will note that CABI are proposing a substantial degree of rounding in the new system of contributions. £100-£150 is considered the absolute minimum that it would be economic to collect.

I should mention that ODA is prepared in principle to give some consideration to offering packages of assistance, under the development assistance component of the new funding modalities, to those member countries for which the new system is likely to present a significant net disadvantage vis-a-vis the former system.

The new system would not become fully operational until 1995, after a five-year transitional stage. I trust the proposed revised basis for the Dependent Territorities' contribution levels (at current costs) are acceptable and I would be most grateful for an early reaction, by close of play Friday 16 February if possible.
