CONTRIBUTION TO COMMONWEALTH
AGRICULTURAL BUREAUX INTERNATIONAL (CABI)

Please refer to Mr Robbins (ODA) minute of 14 February 1990 which Mr Cronin copied to you under cover of his minute of the same date (copy attached for ease of reference).
2. The new financial contribution levels for the Dependent Territories were agreed after consultation between ODA, FCO and CABI. Under the new arrangements the contributions will be lower than before but member countries and territories will be obliged to pay for all services, whether literature or identification, they receive from CABI, instead of receiving free quotas as before. The new system is being phased in over five years and will be fully operation in 1995.

Mr Robbins will be representing the Dependent Territories at the 11th Review Conference of CABI from 30 July to
3 August 1990. The ODA line on the new contribution levels is that they do not wish the new arrangements in practice to cause developing countries to reduce their dependence on CABI's services to an extent that threatens to impede their development. If genuine difficulties are caused, ODA will consider purchasing packages of services on behalf of the countries concerned with Aid funds. This goes for the Dependent Territories as much as for the independent members.
4. I would be grateful for your advice on any additional line you wish to be taken on behalf of the Dependent Territories before close of play on Monday 23 July.
