COMMONWEALTH FINANCE MINISTERS' MEETING, 1991

When I lunched today with Mr Peter Unwin of the Commonwealth Secretariat (see separate record, not to all), he raised with me the question of the location of next year's Commonwealth Finance Ministers' meeting.

I understand that the World Bank meetings next year are to be held in Bangkok, and that the Commonwealth Finance Ministers' meeting will therefore have to be held in South East Asia. The suggestion has been made (I am not clear by whom) that Hong Kong might be a suitable place for the meeting, and that this would also be a welcome sign of confidence in Hong Kong's future. Chief Anyaoku has however expressed some nervousness at the possibility that Hong Kong would be opposed by some members of the Commonwealth (eg. Pakistan), given the opposition expressed at Kuala Lumpur over the draft communiqué passage on Hong Kong.
3. Mr Unwin asked me if we could let him have our views on this. Would we in fact welcome Hong Kong being put forward as a candidate for the meeting?

I should be grateful if you and other recipients could give some thought to this and aim to let Mr Unwin have an early reaction. I would be happy to do this myself, if advice could reach me by Tuesday afternoon, 31 July.
