COMMONWEALTH FINANCE MINISTERS' MEETING, 1991

Hong Kong telno 2393, Peking telno 1104 and UKRep JLG Hong Kong telno 234 set out the reaction of the posts concerned to the idea, floated with the PUS by Mr Unwin of the Commonwealth Secretariat on 27 July (the PUS's minute of that date), that the Commonwealth Finance Ministers' meeting in 1991 might be held in Hong Kong. The consensus of the advice was that the PUS should steer Mr Unwin in other directions; and we agreed that the PUS should telephone him this afternoon before he went on leave.

explained briefly to Mr Unwin that we would usually welcome the holding of major international conferences in Hong Kong: but a Commonwealth meeting, for obvious reasons, fell into a different category. Mr Unwin noted this; commenting only that the steer which the PUS had given him would in fact be not unwelcome to others in the Commonwealth.
