CONFERENCE OF COMMONWEALTH AUDITORS-GENERAL, 1993
1. As you know, I was asked last night by the Private Secretary to the Comptroller and Auditor-General - who is currently hosting this year's Conference of Commonwealth Auditors-General at Lancaster House - for an urgent FCO view on the proposal, apparently put forward by the Hong Kong Auditor-General, that the next Conference in the series (in 1993) should be held in Hong Kong. In FCO telno 1953 (attached), you consulted the Governor on the subject.
2. Ms Marsden told me this morning that a reply was on its way to the effect that the Governor would prefer it if we steered the Auditors-General away from holding their next Conference in Hong Kong. CCD having told me earlier that there were no specifically Commonwealth factors affecting the issue one way or the other, I duly telephoned Mr Bourn's Private Secretary to pass on the Governor's views: adding the point, which Ms Marsden had also mentioned to me, that the Hong Kong Government were getting a message to their Auditor-General to the effect that he should not pursue his idea of inviting his colleagues to Hong Kong in 1993.

Mr Stanley thanked me for these views, which he said were by no means unexpected. He undertook to pass them to Mr Bourn, who would be guided accordingly.
