3. There was some lively discussion when several MP's queried the value to Britain of allocating places to small states, including dependent territories, at the expense of larger countries. My defence of DTS in particular was backed by Lord Harmar-Nicholls, Tony Durrant MP, Dr Tonkin (Chairman of the CPA Headquarters), and Sir Peter Hordern, the Chairman of the UK Branch. The Meeting eventually agreed to follow FCO
