CHINESE USE OF FORCE IN RESPECT OF HONG KONG

Mr Maude was grateful for your minute of 5 January about contingency plans against the eventuality of Chinese use of force in Hong Kong, which he discussed with you this morning. He agreed that the chance of this remains miniscule but that it was possible to envisage it, in the light of the events in China last June and now in Eastern Europe and China's concerns about subversion and pro-democracy movements in Hong Kong.

Mr Maude would like advice on what political and military response we could make in such an eventuality. It would also be helpful to know how much advance warning we might be able to obtain and what the lead time for action from China would be.
