CONTINGENCY PLANNING FOR HONG KONG
1. You asked for comments on the revised draft paper GEN15 (90) 2 you circulated on 12 December.
2. We think it is generally fine. I have one suggestion, relating to paragraph 8. In the interests of consistency with paragraph 33 we think the final sentence would read better as follows:
"OD (K) (89)6 has already identified the desirability of increasing the political reporting received from Hong Kong."
3.
As recommended by OD (K) (89)(6), we have discussed with the Governor the possibility of additional reporting. He has undertaken to consider using his Local Intelligence Committee to provide additional political reporting on their direct net to the Cabinet Office.
