CALL ON SECRETARY OF STATE BY CANADIAN HIGH COMMISSIONER: 3.45 PM ON 1 FEBRUARY 1990
1.
This call is at Mr Macdonald's request. It will be the Secretary of State's first meeting with him (the Deputy High Commissioner accompanied the Canadian Foreign Minister, when Mr Clark saw Mr Hurd on 11 December).
2.
Mr Macdonald has held a number of Canadian Cabinet posts and was one of the progenitors of the US/Canada Free Trade Agreement. A note on him is attached.
3. Mr Macdonald wishes to discuss Eastern Europe, Hong Kong and Vietnamese Boat People. Briefs are attached. The Secretary of State might wish to structure the meeting as follows:

(a) UK/Canada relations. The Secretary of State might say how much he is looking forward to his call on Prime Minister Mulroney and seeing Mr Clark, when he attends the "Open Skies Conference in Ottawa from 12-14 February. Mr Mulroney has agreed to receive Mr Hurd before the dinner on 11 February; and, although there is no bilateral with Mr Clark, he will see the latter at Conference events and in the margins as a matter of course. The Secretary State might also Welcome the way in which both sides are working to thicken Anglo-Canadian relations, with considerable
success.
(b)
Eastern Europe.
General discussion.
(c) Hong Kong and Vietnamese Boat People. Here the Secretary of State could offer thanks for Canadian help over VBPS at the Geneva
Geneva Steering Committee meeting earlier this month (Hong Kong Department have recommended separately that the Prime Minister ask Mr Mulroney to use his influence with President Bush in getting the Americans to moderate their position on VBPs). The Secretary of State might also underline the importance which we attach to the nationality
