4. At the Geneva Steering Committee on 23/24 January, the Canadian delegation tabled a helpful paper which proposed that the moratorium on mandatory repatriation should apply to all those already in Hong Kong, but that all new arrivals in 1990 should be subject to a fast screening and turnaround process.

When Mr Mulroney called on the Prime Minister on 11 July 1989 he offered to help in establishing an independent Hong Kong Economic and Trade Office in Canada. As soon as we have secured agreement from our EC partners to establish a similar one in Brussels (negotiations on which are in their final stages), we will be ready to open discussions with the Canadians.
